 ToolBoX function to define parameters for optimization of real variables

 This function defines parameters for the optimization of real valued 
 variables inside the individuals.

 Syntax:  GEAOPT = tbx3real

 Input parameter:
    no input parameters

 Output parameter:
    GEAOPT    - Structure with newly defined options
